September 1, 2021 is a date that may be engraved in your memory if you are a professional in the waste sector in Spain. From that day on, it is mandatory to process telematically the documentation of waste shipments subject to NT (Shipment Notifications) and Waste Identification Documents throughout the territory. The submission of all this documentation is carried out through different environmental platforms: the Ministry of Ecological Transition and Demographic Challenge (e-SIR) or, in certain cases, through the platforms of the autonomous communities.
This change in the processing (regulated in RD 553/2020 on Waste Transfer) has implied, for many professionals, a 180-degree turn in their operational and document management process. According to a recent study by TEIMAS, digitization is still a pending task in a sector accustomed to the paper format.
As experts in digital transformation of the waste sector, we have prepared a free guide, aimed at agents, dealers and waste managers, which aims to facilitate access and first contact with the regional platforms SIRA (Andalusia), GaIA (Galicia) and ADCR 3.0 (Valencia).
In the following lines, we will cover part of the contents of this guide. Specifically, we will focus on the most relevant aspects of SIRA, the new platform that, as of September 1, 2021, replaces Augias (Waste Information System of Andalusia).
Remember that, if you are a producer or manager with a facility in Andalusia, or if you act as an agent or trader of shipments originating in Andalusia, you must have access to SIRA. How? Below we explain the main steps to follow and the basic rules for the use of the Andalusian platform.
To access this platform you will need a digital certificate from your company. Once inside the platform, in the "user management" section you can set a password for access via web services (as when accessing the e-SIR platform). The user is set by SIRA by default and corresponds to the CIF of the digital certificate with which you access (i.e., it must be the CIF of your company).
The Regional Government of Andalusia (Junta de Andalucía) establishes that intraterritorial and interterritorial transfers must be processed with SIRA. Specifically, the following documentation must be sent to SIRA:
The obligation to process the TN and the DI part A falls on the operator, while part B of the DI must always be processed by the manager. Transfer notifications must be processed at least 10 days in advance (always counting from the day following the day on which the TR is submitted). You can only process them if you are an operator. Part A of the DIs whose TRs have been correctly submitted must be processed before the transfer. This is a change derived from the compliance with RD 553/2020, which makes it mandatory to carry in the vehicle (together with the waste) the part A of the Identification Document, processed with estimated weights. In order to send part A of the ID, 10 days must have elapsed since the signature of the TR.
In addition to these general issues, if you are involved in shipments involving a facility in Andalusia, you should be aware of the following:
Andalusia requires the operator to sign the Transfer Notifications sent to the platform. As long as they are not signed, the 10-day notice period will not start to run and DIs cannot be generated on them. This is an essential requirement.
Likewise, the manager is obliged to sign part B of the DIs once they have been sent to SIRA.
SIRA now performs all data validations with the Waste Production and Management Registry. As part of this process, it has updated the authorization codes with which Augias has been working. So, for data cleansing, you should consult in e-SIR what information is associated with the NIF of the companies you work with.
